ダウのフォート・サスカチュワン工場
ダウ（NYSE: DOW、本社：米国ミシガン州、会長兼CEO：ジム・フィッタリング）は、世界初となる二酸化炭素（CO2）排出量のスコープ1、2がネットゼロのエチレンおよび誘導品工場をカナダ・アルバータ州に建設するフォート・サスカチュワン・パス・ツー・ゼロ（Fort Saskatchewan Path2Zero）プロジェクトについて、取締役会が最終投資決定をしたことを発表しました。
プロジェクトは、政府の奨励金や補助金を除いて65億ドルの規模であり、スコープ1、2の排出量を正味ゼロにする既存クラッカーの改修に加え、エチレンクラッカー新設、ポリエチレン生産能力を年間200万トン増加させます。この投資により、ダウの世界のエチレン生産能力の20パーセントが脱炭素化され、EBITDAで最大年間10億ドルの成長がもたらされる見込みです。
製品に低排出または排出量ゼロという付加価値がつくことで、特に包装、インフラ、衛生などの高価値市場で高まる顧客需要を取り込むことが可能になります。ダウは大規模プロジェクトを成功させる専門知識をもっており、米国テキサス州フリーポートのTX-9クラッカーでは優れた資本集約、転換コスト、低排出の取り組みにより、2017年の稼働以来、投資資本利益率15パーセント以上を達成しています。
取締役会の承認により、2024年に建設を開始することができます。生産能力は段階的に増加させる計画であり、第1段階は2027年に稼動し、エチレンおよびポリエチレンの生産能力を年間約128万5千トン増加、第2段階は2029年に稼動し、さらに年間約60万トン増やす予定です。
プロジェクトでは、スコープ1、2の排出量をネットゼロにするため、リンデ社の空気分離技術と自己熱改質技術を導入し、クラッカーのオフ・ガスを水素に変換してクリーンな燃料として工場内で使用します。さらに、排出される二酸化炭素を回収・貯蔵し、現在のCO2排出量を年間約100万トン削減すると同時に、工場の生産能力の追加による排出量増加分を削減します。
ダウが投資先としてフォート・サスカチュワン工場を選んだのは、カナダ西部には他の地域と比べてコスト競争力の高い天然ガスがあり、エチレン製造の主要原料であるエタンもコスト面で有利なためです。フル稼働の場合、ダウにとって世界で最もコスト競争力のある工場のひとつになると予想されます。この地域は、プロジェクトの脱炭素化に必要な既存のCO2輸送・貯蔵インフラへのアクセスも可能です。優秀な労働者が集まっており、ダウは60年以上にわたって地域コミュニティの一員でもあります。さらに、カナダ、アルバータ州、フォート・サスカチュワン市の各政府はこのプロジェクトを支援しており、カナダにおける低排出製造業の技術革新を推進する補助金や優遇措置を受けています。カナダの新しいITCプログラムを利用する初の事例です。
